Which means what, exactly? Indefinite imprisonment for "providing aid to terrorists" because you posted some trivial data about a pass? Nope, ain't signing that... I'll get my elsets indirectly without signing it. And if I can't get all that I need via that route, oh, well... Anyway, Celestrak has a very limited Misc. Military elset, but it doesn't contain any of the Kosmos series.
