    I refuse to obtain elsets directly via an account on Space-Track because I will not sign their user agreement due to this part: "The User agrees not to transfer any data or technical information received from this website, or other U.S. Government source, including the analysis of data, to any other entity without prior express approval."  Download an elset from their site, use it to predict a pass, mention that pass here, you've violated their agreement.  Selective enforcement at any random point in the future is then their option in accordance with this part of the agreement: "The User agrees these terms and conditions shall be governed by and construed in accordance with U.S. Federal law."  Which means what, exactly?  Indefinite imprisonment for "providing aid to terrorists" because you posted some trivial data about a pass?  Nope, ain't signing that... I'll get my elsets indirectly without signing it.  And if I can't get all that I need via that
     route, oh, well...
    
    Anyway, Celestrak has a very limited Misc. Military elset, but it doesn't contain any of the Kosmos series.  I vaguely recall that there was once a unclassified recon/milsat elset available somewhere on the web long before this NORAD elset silliness began, but I could be mistaken.
