    Wouldnt worry too much about that - APEX does this sometime. Its also 
    sometimes not that hot in identifying a satellite so use it as a guide,look 
    at the residuals in the position for the object it thinks it is, but always 
    check by seeing where the observed position puts it - I use GUIDE for this- 
    ie input observed time,RA and Dec and see which satellite the crosshair 
    lands on or is closest to. I think HEAVENSAT has an option to check IOD 
    observations but I havent got around to using it yet.
