Russell Eberst has recovered 95015A, and reported the first observations in 267
days. The following orbit is a good fit to his three points, observed between
    2000 Nov 26 - 27:

    DMSP B5D2-8 3.0 0.0 0.0 6.5 v 5.61
    1 23533U 95015A 00332.28050347 .00000700 00000-0 37139-3 0 09
    2 23533 98.8596 337.6280 0007000 110.6546 249.5251 14.13604678 00

Mean residuals are about 0.02 deg.

The rate of decay is a guess, based on the mean of the past 267 days. The
inclination and eccentricity were fixed, and are the same as those of the epoch
    day 00065.05 elements.
