USA 129 elements - manoeuvre alert continues

    The following elements are based on observations by Tony Beresford and Greg
    Roberts from 2000 Nov 19 - 24:

    Mean residuals are about 0.01 deg.
    
    The possible major re-boost manoeuvre had not occurred as of Tony's final
    observation on Nov 24, at about 14:00 UTC. If USA 129 does not maneouvre
    within, say, another 12 hours, then I expect it to do so at the next
    opportunity, about Dec 03, when USA 116's argument of perigee crosses the
    equator.
