Tony Beresford has pointed out to me that I miss-typed the RAAN in the elset
    that I posted yesterday.

    Here are the corrected elements:

    1 24680U 96072A 00327.56751157 .00034561 00000-0 48735-3 0 05
    2 24680 97.9083 27.8108 0471637 183.9935 175.7345 14.83740693 07

I regret any inconvenience caused by this error.

My analysis of Tony's points of 24 Nov is underway, and so far it appears that
USA 129 had not manoeuvred as of about 14:00 UTC. I will post elements later.

If the object has not manoeuvred within, say, 12 h after Tony's observation,
then it will be most likely to occur at the next opportunity, about 2000 Dec
03, when USA 116's argument of perigee crosses the equator.
