Milstar 3 search element set

I believe that Milstar 3 (USA 143) is likely in the following approximate
orbit, pieced together from a few obs sent by one of my friends who prefers
anonymity:

I am calling it a "search" elset, mainly because it is based on obs about
one week old (I received them this morning), but I believe that it may be
accurate to well within +/- 10 minutes.

Dimensions and std magnitude are based on the pre-deployment configuration.
