Speaking only for myself ("and I am unanimous in this...") I chose to
observe these because they were 1) classfd.tle objects 2) element set was
old 3) they're interesting or I had never seen them.
1) is important because we are the only source for orbital data
2) is important because our data is old and predictions are becoming less
reliable (30 days is a plausible limit, after which it at high risk of loss)
3) is personal preference
I believe the only one that applies here for me is 90070; but you get the
idea.
