Observations of NOSS2-3(D) in IOD format.

23862 96 029D   8597 G 20060304120540700 27 25 1231900-720800 48 S+040 05       
23862 96 029D   8597 G 20060306103608000 27 25 1438100-605500 48 S+055 05

In both observations only saw the one object, couldn't
see either 96 29C or 96 29E.
