Elements for objects launched approximately last 30 days are found
in http://oigsysop.atsc.allied.com/tle/thirty.htm.

The same file can also be found on, or linked from, other web sites, and
OIG's telnet site.
Excerpt from http://sat.physics.ox.ac.uk/sat/getkeps.html:
"Similar vectors can be obtained from the NASA Orbital Information
Group (OIG) BBS. They also provide shuttle elements and data for most
other objects in the USSPACECOM catalogue. Telnet to oig1.gsfc.nasa.gov
and login as oig with password goddard1. After going through a simple
registration process you can download the data you desire."
This includes elements for objects not yet on the 30-day list -
just go to the TLE data b(A)se, Last 5 or Latest elsets, and type
the next 5-20 numbers after the 30-day list contents, and see if
you get what you need.
