Ofeq 16 found, approximate elements

I obtained the following approximate elements by propagating the search elements to the first ascending node prior to
Alberto's observations, and performing a differential correction, allowing only RAAN and mean anomaly to change.

Mike McCants obtained a similar solution:

Further observations will enable the accuracy of the elements to be improved.

I recommend allowing for several minutes of prediction time uncertainty when using the above elements.
