In IOD format

Note. On second position given a sun glint was finishing that must have been -4
at its peak. The range to the satellite was about 980km at the time and it was nearly 
at zenith. Compared with predictions derived from MM's elset of 03/340.447 epoch, it
was 5-6 seconds late.
