ORS-1 rediscovered by Kevin Fetter

Kevin Fetter's UNID of 2012 Aug 07 UTC correlates with ORS-1 (11029A / 37728). Here are approximate elements that fit
his observations:

ORS-1                                                    416 X 419 km

Prediction time uncertainty is at least 2 min per 16 revs from epoch.

The last reliable observation also was by Kevin, as an UNID on 2011 Dec 27 UTC. It was in about the same orbit, which
Kevin computed as:

Alberto Rango reported a possible observation on 2012 Jan 15 UTC, but it turns out to have been of OAO 2 r (68110B /
3598). The epoch 12015.70961828 TLE of 11029A derived from that observation should be discarded.
