IGS objects

Leo Barhorst observed three unknowns a while ago that I forgot to post
to SeeSat.

These objects appear to correlate with the IGS objects from the IGS 3A
[2006-037] and IGS 8A [2013-002] launches. The former only has IGS 3A
[29393/06037A] in orbit, while last year we tracked 6 objects from the
IGS 8A launch. Space-Track reports that the debris objects 2013-002E
and F have decayed in January 2014, which leaves four objects to
identify. Of the 2013-002 objects still in orbit, only IGS 8 r
[39063/13002C] was seen to vary in brightness, so perhaps unknown
99311 is this object. We'll need more observations to be sure, and to
identify the other objects.
