Maybe no-one told USSPACECOM about the Ekran-M launch ? Maybe they were
looking for objects left in LEO, found none and thus the bureaucrat who
does the paperwork assumed that the Proton-KM launch had failed ?
A few years ago they got the international designators fouled up and it
took a few days to get everything sorted out.
