Very nice Kevin,
On various cameras and video, the brightest NOSS 3 flares I've recorded 
are typically around mag -2. Flares have been recorded from:

NOSS 3-4 (A) NORAD 31701
NOSS 3-4 (C)       31708
NOSS 3-5 (A)       37386
NOSS 3-5 (B)       37391
NOSS 3-6 (A)       38758
NOSS 3-6 (P)       38773
NOSS 3-7 (A)       40964
NOSS 3-7 (R)       40981
NOSS 3-8 (B)       42065

Both of
NOSS 3-2 (A)       28095
NOSS 3-2 (C)       28097
produce very short glints (<1sec, indicating they are tumbling) many 
reaching mag -3/-4.
