Steve, There is an excellent page at the Orbital.com site that details where and when to look for lots of spots along the east coast: http://www.orbital.com/NewsInfo/MissionUpdates/MinotaurV/index.shtml If you scroll down you'll see renderings of what you can expect to see from places like RIR, the VA Capitol, etc. Sadly the max elevation is pretty low (in my case about 13 degrees), but it's still worth looking.
