    10046A continued to slowly move higher, probably due to small orbit adjustments. Allowing rate of
    decay to vary results in ndot/2 ~0.0002 rev/d^2 over several day arcs. In the expectation that the
    mean motion will soon stabilize, I have used zero rate of decay, over a short arc.
