    Tim Luton is the first to report observations made after the latest manoeuvre by AEHF 1, on Sep 18,
    near the apogee of 15:20:22 UTC; here are updated elements:

    In addition to Tim's observations, I used a synthetic obs of the previous orbit at the apogee of the
    burn; I set the eccentricity to maintain apogee near its established value. 
    
    The delta-V of the latest REA (reaction engine assembly) burn appears to have been significantly
    less than that of the three previous ones. Total delta-V to-date is 866 m/s, a bit more than the 845
    m/s I estimated, based on the hydrazine not consumed due to the aborted LAE (liquid apogee engine)
    burns. The following table summarizes the REA burns to-date:
