Based on Peter Wakelin's observations tonight, I suspect it manoeuvred at the apogee prior to the
one I used as the basis of elset 70003. 

This revision is advanced to the ascending node prior to Peter's observations, with adjustments only
to RAAN and mean anomaly:

1 70004U          10252.62046522  .00000000  00000-0  00000-0 0    01
2 70004  19.5600 303.9470 7590400 191.5563 126.9480  1.51355000    05

The object could easily be early or late by about 1 min, and a bit off track.
