In fact the report may be traced back to September 11.
    For example, Xinhua in
    http://news.xinhuanet.com/tech/2008-09/12/content_9936071.htm refers it to a
    Chinese newspaper
whose author in fact refers to what Huang Chunping said
on September 11. This report (and hundreds of follow-ons)
give launch time as 9:10 p.m., not 21:10. Also, Huang
Chunping explains that the end of September launch provides
better solar angle conditions for EVA than the usual October
timeframe. Given the level of details, I tend to believe
    this report.
