    Interesting (and confusing) that the recently launched 2004-38 were given 
    much lower USSTRATCOM ordinals than 2004-37, in fact immediately following 
    2004-31.
    28401 was COSMOS 1030 DEB    Decayed: 2004/08/20
    28408-28412 are ISS debris
    Maybe some mis-identified were removed from the sequence.
    2004-39 A-C were given higher numbers, though 28398, 28406, 28407 still 
    show 'No TLE found'
