Alberto Rango did a great job recovering this object, which was about 57 min
early relative 28 day old elements. I received his observations in time to
produce the preliminary elset I posted earlier, and make these obs:

    90019 03 790B 2701 G 20040927090211120 17 25 0347294-233563 28 R
    90019 03 790B 2701 G 20040927090249480 17 25 0413004-231602 28 R
    90019 03 790B 2701 G 20040927090315370 17 25 0430611-230606 18 R

    What these numbers mean: http://www.satobs.org/position/IODformat.html

    Site 2701: 43.68764 N, 79.39243 W, 230 m

    Arc 2004 Sep 27.10 - 27.38, WRMS residuals = 0.020 deg

I set the eccentricity and B* to yield ndot/2 nearly 20 percent greater than its
average value during the 28 days since the previous observations.
