With Rob Matson's SkyMap and alldat.tle I find as the closest match
Cosmos 1461 #14064U 83044A.
With Google, I found that I (and others) had
posted observations (in 1996!) that it was that bright.
It passed through Lyra, and by Altair in azimuth 145 (see attached .gif).
#04578 Cosmos 371 was closer to 165, but earlier.
