Using this observation, I have revised my elset to:

NROl-1 Centaur
1 99992U          04245.04098796 0.00000000  00000-0  00000-0 0    09
2 99992  60.9100 232.9700 7450000 305.5000  13.4000  2.05000000    03

But this elset does not fit Ted's observations very well.
