Administrative decay?

    Checking thru satellite decay information on OIG,
    today, \tTo show that reported meteorite fall in India 
    couldnt be a satellite re-entry, I came across these
    TLEs for the J component of the Russian launch of a
    day or to ago.

    This could only be either a controlled re-entry or an administrative
    decay to correct a wrongly catalogued object couldnt it?
    The elements show an orbit a long way from decay !
