IGS 2 - preliminary search elements

    Kyodo News reported yesterday that the launch has been re-scheduled for 2003 Sep
    27. The launch time was not reported.
    
    I derived the following from the initial elements of IGS 1A and 1B, assuming
    launch on 2003 Sep 27 at 04:49 UTC:

    I chose the launch time on the basis that the initial orbital plane would have
    the same relationship to USA 161 that IGS 1A and 1B had to USA 129 - about 8.18
    deg east. The real plane spacing is likely to be different, but these should be
    in the ballpark.
    
    I will revise these elements as soon as the scheduled launch time is available,
