Iridium 82 replacing Iridium 38?

    Over the last few days, Iridium 82 (#25467) has been raised from
its reserve orbit towards the operational orbit.  It appears to be
on target to replace Iridium 38 (#25043) which is now slightly
below the operational altitude.

Observations welcomed! Has Iridium 38 failed?
