Robert, Go to http://einstein.stanford.edu/ were you find the GP-B homepage. Also you can do a search on the internet. Searching with Google with 'Gravity probe B' gives me more than 11000 hits. On the homepage I didn't find an exakt inclination in a quick search, but they stated that it will be in a orbit directly over the poles. So it must be 90 degrees or close to it.
