Orbview 4 Launch Failure

    Space.com has reported that the Orbview 4 launch was a failure.

If the objects are in a low-low earth orbit could somone post search elsets?  No elsets can be found at OIG.  

Sounds like this launch may have had a velocity too low to reach orbit like Ikonos 1.
