An Atlas 2AS rocket was launched from Vandenberg AFB on 2001 Sep 08 at 15:25:05
UTC, carrying a payload headed for a NOSS orbit.
I have updated the search elements for the actual time of launch, and I have
added a 7th search element set (75014), based on the published report that the
Centaur would enter a transfer orbit. A reasonable interpretation of a transfer
orbit would be one with an apogee near the perigee of a NOSS orbit. I guessed
at the perigee.

These elements should be predictive to within several minutes for the first few
days after launch, but it never hurts to make a generous allowance for
uncertainty.
