Atlantis leads ISS

    Specifically for STS-106, anticipated TLEs (from

    actual TLEs from OIG, and energy efficiency considerations all imply that
    Atlantis is now leading ISS.  Anyone with evidence to the contrary should
    post that evidence.
    
    As you know, the situation is reversed pre-dock, when the shuttle trails,
    catching up to the space station, in a lower and faster orbit.
