irregular flasher ?

    while doing something else, I stumbled across 
    a flasher, like an on and off switch, gross estimate
    +5 to invisible, back to +5, but too fast to time
    (for me) n flashes per second and seemingly
    somewhat irregular, moving too fast for a geo but 
    slower than typical LEO.  seen in the vicinity
    2000 09 14 0324:40ut RA 16 55.8' Dec +9 56'
    the brief view I had it seemed south to north...
    do we know ID, how is a sat timed when it flashes
    so fast, count the flashes for x seconds ??  is a
    flashing report made on a sat like that ?
