Johnson Space Center uses a slightly different method to determine liftoff time but I don't recall the exact details. Perhaps it's the opening of the pad hold downs but I'm not sure. In any event, the difference is quite small, as you note. Since we get our data very shortly after launch -- before the JSC time is available -- we use that time throughout the mission.
