I was too hasty to say that the track leading up to the manoeuvre of 1999 Jun 17 did not pass California. The 18 day gap between the pre and post-manoeuvre elements creates significant prediction time uncertainty due to uncertainty about the rate of decay. As a result, the manoeuvre could have occurred a few revs before or after the time I computed.
