I derived the following elements using observations by Paul Gabriel, Rob Matson
and Jim Nix, from 19 Aug to 07 Sep UTC:

Milstar 3       15.0  4.5  4.5  3.5 v
1 25724U 99023A   00251.18500579  .00000073  00000-0  92301-3 0    07
2 25724  28.2072 182.6361 2130422 122.5617 259.8645  9.37406988    01

Mean residuals are less than 1 arc min.

Rob's observations, and the resulting orbit are in close agreement with the
elements of the day earlier epoch, posted previously.
