I derived the following elements using observations by Paul Gabriel and Jim
Nix, from 19 Aug to 06 Sep UTC:

    Milstar 3 15.0 4.5 4.5 3.5 v
    1 25724U 99023A 00250.11967593 .00000066 00000-0 83536-3 0 04
    2 25724 28.2074 185.1841 2130414 118.4010 264.7277 9.37406692 04

Mean residuals are less than 1 arc min.

Paul is much better located to observe this object than most active observers.
His recent intensive observing campaign has made it easy to converge on an
    accurate orbit.
