    Actually, the time uncertainty value in Quicksat estimates the 
    reliability of the time of the prediction regardless of the age of 
    the elements!  However, with high-drag objects such a those near 
    decay, using elements as close as possible to the time of the 
    predicted pass is HIGHLY recommended!
