Data from the 15 April 99 launch was adjusted for the 24 Sep 99 02:30
UT launch time.  The elset on Soyuz R/B (1) (#99999) may be close to
the orbit from about Launch + 8 min, 48 sec until the IKAR stage
ignites at launch + 2 hr, 29 min, 31 sec.   At that point and beyond,
use the Globalstar elset (#99998).  

Satellite deployment should occur about 3 hr, 33 min, 30 sec after
launch.

New Zealand folks may be the first to observe the launch  with the
visibility moving westward to Central America, the US eastern
seaboard, central/eastern Australia (southern portions), then a pass
for the trio in Austin Texas around 10:50 UT.

Consider looking early/late (a few minutes) and perpendicular to the
predicted path to account for elset inaccuracies.
