I am sure you've got better elsets from Mike or Rainer, but for the
possible benefit of others I tried elcor on your approximate positions -
it did not converge, or to ridiculous inclinations or MM.
This trial-and-error elsets fits your positions quite well,
but I have a problem with your 990908 obs - did it really take
17 minutes from decl. +25 to +39?
It does not seem consistent with the five minutes from +10 to 21,
nor with a Molniya-type orbit.
