TiPS is making evening passes over Europe, and morning ones over N. America.
Here's a recent TiPS elset from hyperspace.nrl.navy.mil/TiPS/latest_tips.els
to replace the older one in the Molczan file.  I've modified the NRL elset
to use the correct USSPACECOM & COSPAR identifiers, and added correct
checksums.
