As the one who distributed the Orbital version of the elsets, I can 
explain the disparity. 

The Orbital version were pre-launch keps, based on a Pegasus drop from 
the L-1011 of 15:00:00 UTC and an 11m 17s launch sequence from drop to 
separation. 

The drop was actually at 15:02:20 and the launch sequence was 
11m 16 sec. 

There have been other reports of the keps being > 2 minutes off. I 
haven't kept up with OIG to see what they have...

btw, I am curious to know more about "Track16"

I did not see FORTE again tonight.  I'm glad you understand, Jay; me, 
I'm a little befuddled -- look at the large disparity between the two 
passes predicted by OIG's elset and the elset from Orbital Sciences:

Putting reasonable drag numbers in the OSC elset doesn't help much. 
Maybe I should have been outside 20 minutes earlier?  Has FORTE 
maneuvered?
