Moscow Daylight Time

Hi,

This year Moscow Summer (Daylight) Time will continue one month longer
than in previous years. The change from Moscow Summer Time
(LMV = UTC + 4 hours) to Moscow Decree Time (DMV = UTC + 3 hours)
will take place in the night of Oct.26/27 according to decree of Russian 
government No.511 of Apr.23, 1996.

As ITAR-TASS always speak of just 'Moscow Time' when anouncing space
launch or landing or docking etc., one should understand that it has
different meaning in different seasons.
