Most of the Delta IV and Atlas V upper stages that are in near-GEO or
in GTO orbits are all tumbling and hence flashing. They are large and
recently launched, so their paint may not have degraded as much, hence
bright flashing objects. The satobs.org page has information about

The page is a bit outdated but should cover most topics. It may be
specific to objects in lower orbits though.
