Kevin is right, the circular orbit I estimated earlier was in the
    right vicinity.

I've created a fake position from Tom's description:
    99218 13 785A 0000 G 20131014011530000 17 25 1739040+372906 37 S

Fitting this observation with the three from Kevin's video gives this
    circular orbit estimate:
    1 99218U 13785A 13285.02345273 .00000000 00000-0 50000-4 0 00
    2 99218 97.8201 315.2638 0010000 119.8874 278.7495 14.80054962 06

Fingers crossed someone catches it again soon.

    Regards,
        Cees
