    True, but the fact remains that they get significantly increased frequency of coverage (at least for extended periods of time) if only as a bonus. See www.fas.org/spp/military/program/asat/at_950415.htm
    
    Of the two guesses I've come up with, I think the doppler one is the more plausible. It would be nice if someone with a SAR model could check to see if it makes sense when examined in detail.
