NOSS 0 (D) moved?

5681 was not seen in a degree and half FOV +/- 30s.. 
5680 / NOSS 0 (C) was timed minutes later..

So.. The NOSS sats can move?? First time I have not seen a NOSS sat close to
where it is supposed to be, so forgive me for my confusion...
