Okean-O double flare?

    Glanced up outside my house a few minutes ago at 23:24:30 (ish) GMT and 
    through a hole in the clouds, saw what I assume to be Okean-O (25860) flare 
    to about -2 or -3 at least twice over a 10 second period.  (It was 
    descending towards the NNE at about 70 deg. elevation.)  The clouds blocked 
    any further view and because of them, I wasn't planning on making an 
    observation.
    I've never seen that behavior from this satelite.
