BRAZILSAT B1 appears to be flashing

I am currently observing BRAZILSAT B1 ( 23199 ). As I watch it, I detect very small change on
brightness. Very Interesting, will keep an eye on it, to confirm my observation.

It might be noise in the video signal, but doesn't appear to be.
