    Soyuz-U launcher exploded 2002-10-14 18:20 UT at T +29 sec ov er Psetsk
    cosmodroma. Payload Foton-13 AKA Foton M1 with microgravity experiments
    (including ESA palyload). Working group for assesment established.
    The failure may have adverse effects on the planned 2002-10-28 launch of
    Soyuz TMA-1.
