Has 10704 (78026C) two identities?

    This morning I scanned TLE's from SELECT.TLE (via SATEVO website) and found:
    Landsat 3 r                                      993 x 886 km
    1 10704U 78026C   01284.84611293  .00000551  00000-0  49679-3 0  3515
    2 10704  98.9615  43.7996 0072857 266.5363  92.7415 13.86982522236072
    
    I was surpised as I remember to see a much lower orbit somewhere before.
    So I looked in SATBASE.TLE (also  via SATEVO wegsite) and found:
    
    Landsat 3 r                                      348 x 326 km
    1 10704U 78026C   01284.43720426  .02062376  00000-0  12242-1 0  3473
    2 10704  98.4282  84.3809 0015884 353.3398   6.8169 15.77771314236025
    
    So I wonder:
    Which TLE are correct?
    Which TLE belong to another object and which object will it be?
